- The High Court dismissed the Government’s amended summons in its entirety. It held that the unperfected consent order appointing V.V. Veeder could be set aside by the court if jurisdictionally defective, interpreted section 37 of the Arbitration Act Cap. 110 as applying to court-ordered references rather than the parties’ contractual arbitration, and found no real possibility of apparent bias warranting Veeder’s removal as sole arbitrator.
