    The Tribunal rejected the Respondent's preliminary objections based on the Claimants' lack of consent, legal representation, a prima facie breach, failure to pursue the prior steps in Article 8 of the BIT, and due process. It rejected in part the objections concerning the multiplicity of claimants and the absence of an investment in Argentina, joining the remaining issues to the merits. The claims were admitted, and allocation of the costs of this phase was reserved.
