- The Tribunal found that it lacked jurisdiction under the OIC Agreement, whether read alone or with another treaty, and under the ICSID Convention. It upheld the Respondent's objection to jurisdiction ratione voluntatis, dismissed the Claimants' case for lack of jurisdiction, awarded US$897,383.41 in costs to the Respondent, and dismissed all other claims. The costs payment was free from interest for three months after the Award and thereafter subject to pro rata interest of 1.00% per annum until payment.
