   Decision summary

   The General Court held that it lacked jurisdiction over the challenge to the CFSP decision provisions except as concerned review under Article 40 TEU, and that the applicant lacked standing to challenge the parallel regulation because the contested provisions were of general application and entailed implementing measures. It therefore dismissed the action in part for lack of jurisdiction and in part as inadmissible, ordered Vladimir Gennadievich Shelkov to pay the Council’s costs, and found no need to rule on the intervention applications.
